Accessibility statement

1Our commitment

This digital office exists so that any resident can reach the Deputy Mayor. The office treats the site's accessibility as part of that work rather than an addition to it: an enquiry someone could not submit because of how the site is built is a service not delivered.

2Level of conformance

The site is developed against Israeli standard IS 5568, which is based on WCAG 2.0 level AA; some solutions follow the later WCAG 2.1.

No independent accessibility audit has yet been carried out, so full conformance is not claimed here. Both what has been done and what has not are listed honestly below.

3What has been done

• The site works from the keyboard. The first link on every page skips straight to the main content, past the menu.
• The element holding keyboard focus is marked with a visible outline.
• Animation and motion switch off when the operating system's reduced-motion setting is on.
• The site runs right-to-left in Hebrew and left-to-right in Russian and English, forms and menus included.
• Russian passages inside Hebrew and English pages are marked with their language, so a screen reader reads them as Russian rather than letter by letter.
• Every archive photograph and document carries a text description of what it shows. Material without one cannot be published — the system enforces this, not the editor.
• Every page has an accessibility settings button in the bottom corner of the screen (a figure in a circle). It can enlarge text, switch on light or dark high contrast, highlight links and headings, turn off animation, widen line spacing and enable reading mode. The choice is remembered in this browser.
• Pages remain readable when zoomed and on a phone; text is not cut off and needs no horizontal scrolling.
• An enquiry can be made by phone or in person if the site is inconvenient: how it is submitted does not affect the response deadline.

4What is not yet accessible

This section is required, and we do not shorten it. Below are the places we know of where the site does not yet meet the requirements.

• Archive video has no subtitles and no transcript. For someone who is deaf, the content of these recordings is currently inaccessible.
• Some archive material consists of scanned newspapers and documents — that is, images of text. Transcripts are being added gradually and do not yet exist for all of them.
• On one dropdown in the enquiry form, the focus outline is replaced by a border highlight: under some contrast settings it is less distinguishable than it should be.
• Sections marked as demonstrations are still being filled with material. For now they hold examples rather than final information.

If material you need is inaccessible, write to us — the office will convey its content in a form that suits you, without waiting for the site to be fixed.

5Where to report a difficulty

If something here does not work for you — will not open, is not read by a screen reader, cannot be operated from the keyboard — report it to BeilinSofa@gmail.com. Describe the page and what you were trying to do: that is enough, no technical terms needed.

The office answers such reports within the same deadline as residents' enquiries, and says what will be fixed and when.
